Thank you man. Answer to question 1:
Make layers and symbols. I used ta make everything on one layer, until I learned the layer using. Not hard.
Answer to Quiestion number 2: I don't really know. He has said he makes the weapons and vehicles from real pics. I'd do it this way: Layer one, put a pic of a(For example:) a 50. Caliber Barret M82, and turn it a little (can't remebber the right word) obscure, so put alpha to 50%, then layer 2, on the layer 1, and start drawing the lines, and finish it up with a coloring. I'd do it that way. Now thank you for your review.
